Comparison of intersection capacity with traffic flow in
2008, 2014 and 2025 in Kabul Metropolitan area

Abstract: Kabul
the capital of Afghanistan started the rapid growing
after war ended in 2001. The people in the remote areas
had been forced by security problems and jobs
opportunities to migrate to urban area of Kabul city.
The transportation infrastructures have been either
deteriorated or damaged during the three decades of war.
Most of Kabul transport facilities especially
intersections are witness of high traffic congestions
during peak hours, the intersections in Kabul city are
not equipped with signals. The intersection has been
chosen for this research is a typical crossroads which
can represents most of intersections in urban area of
Kabul city, this intersection suffers from the high
traffic jams in reality. To estimate the capacity and
compare to the traffic flow in order to find out the
congestion rates in 2008, 2014 and 2025 are the main
objectives of this research. In this paper, a data has
been used which was collected during person trip (PT)
survey by (JICA) in 2008, the PT data has been used for
estimation of trips on transport links in 2008 and
forecasted to 2025. Additionally, a traffic count (TC)
and geometric surveys were conducted in the proposed
intersection during 2014, the data collected during the
TC and geometric surveys has been used to analyze the
saturation rate, capacity, degree of saturation, and
signals timing of intersection. The results indicate
that the intersection was not oversaturated in 2008 and
2014, and the causes of traffic crowds occurred in the
transport node are misused of intersection by drivers
and non-equipped of intersection with traffic signals.
Conversely, the forecasted demand shows that the
intersection will be oversaturated and the volume per
capacity (V/C) ratio will be 1.9 in 2025. In addition,
introducing signals can increase capacity and decrease
the signal cycle length from 155sec to 68sec.
