A critical assessment of India’s national disaster
management system: case study of Kashmir flood, 2014

Abstract:
India’s geo-climatic conditions as well as its high
degree of socio-economic vulnerability, makes it one of
the most disaster prone country in the world. Thus
disaster management occupies an important place in this
country’s policy framework as it is the poor and the
under-privileged who are worst affected on account of
calamities. The Government of India, in recognition of
the importance of Disaster Management as a national
priority, enacted the Disaster Management Act, along
with creation of National Disaster Management Authority
(NDMA) and State Disaster Management Authorities (SDMAs)
to implement a holistic and integrated approach for
Disaster Management in India. In September 2014, the
Kashmir region of India and the adjoining areas of
Pakistan witnessed disastrous floods caused by
torrential rainfall and this flood was recognized as the
worst in 50 years. In this paper attempts has been made
to understand the structure and framework of Disaster
Management system in India and to identify its strength
and weakness through the case study of Kashmir Flood,
2014 for assessing the performance of the system while
dealing with disasters in India.
