A proposed National level Depository for Oustee (NDO)
Rehabilitation Management System

Abstract:
Worldwide, a large numbers (40-80 million) of displaced
persons (DPs) and project affected persons (PAPs) are on
the rise owing to development based projects like dam
building. They need to be rehabilitated or resettled. A
problem of such magnitude needs support from political
and social systems. Historically, it is observed that
the measures taken for such people were not upto the
expectations or satisfaction of the DP/PAP and were
therefore minimal or meagre. The main objectives of
present paper is to inculcate transparency by
introducing the concept of an online computerised
network and establishment of National level Depository
for Outsee (NDO) at a National level to implement a
comprehensive algorithm of a Rehabilitation Management
System (RMS) that address displacement problems in
future that is independent of area or project under
study. As most of displaced persons feel cheated by the
Government and Rehabilitation Authorities, there is a
need to decide upon a reasonable, practicable, logical,
implementable, justified, acceptable, transparent
Rehabilitation and Resettlement process. The proposed
paper highlights the need for NDO that may be active for
the life span of the DP and that aligns and uses the
immense power of the Information Technology, thus
ensuring that the outsees are informed, consulted and
benefitted in the Rehabilitation Management System (RMS)
meant for development-induced displacement starting from
the process of acquisition of land till the final
process of successful rehabilitation. All DP/PAPs may
not be satisfied with the final compensation but idea is
to provision a scientific method to capture, counsel,
calculate, communicate and disperse various cash and
kind benefits of the project to the outsee . It aims to
solve the long and short term problems of the DP/PAPs.
