An Algorithm of Rehabilitation Management System (RMS)
for the Development-induced Displacement

Abstract: Large
numbers of the order of 60 million of people are
displaced worldwide on account of development based
projects particularly, dam building. Such people need to
be rehabilitated or resettled. A problem of such
magnitude needs support from political and social
systems. Historically, world-wide, it is observed that
the measures taken for such people were not upto the
expectations or satisfaction of the displaced person
(DP) and were therefore minimal or meagre. The main
objectives of present paper is to plan and propose a
comprehensive algorithm of a Rehabilitation Management
System (RMS) to address such problems in future that is
independent of area or project under study. Since most
of displaced persons feel cheated by the Government and
Rehabilitation Authorities, there is a need to decide
upon a reasonable, practicable, logical, implementable,
justified, acceptable Rehabilitation and Resettlement
process. The proposed Rehabilitation Management System
overcomes these challenges by the use of Information
Technology, that could be leveraged and empathizes the
displaced person from Discovery to Delivery process (of
rehabilitant’s need and thus benefiting them
accordingly) and aligning the right technologies. All
displaced persons may not be satisfied with the final
compensation but idea is to provision a scientific
method to capture, counsel, calculate and communicate.
It aims to solve the long and short term problems of the
DPs. It is also recommended to set up an online National
level Depository that may be active for the life span of
the DP.
