Using Agile and Spatial Approach to Modeling Monitoring
and Evaluation Information System: Case Study of Manado
City, Indonesia

Abstract:
Regional Development Planning Board (BAPPEDA) of Manado
City is a strategic agency in planning, monitoring, and
evaluating the development of the city. Information
technology (IT) plays a role as an enabling factor (key
enabler) in support of the agency business processes to
be more efficient, more effective and ensure the
principles of openness in the context of good
governance. Monitoring and Evaluation Information System
of the Regional Development or the so-called e-Monev is
a reasonable solution of the problems related to
business processes of the routine evaluation and
supervision by BAPPEDA. This article shows the process
of analysis and design of e-Monev. By using a framework
and guide from agile software development, called
Disciplined Agile Deliverys, e-Monev can be developed,
following the architectural design of ROA-based web
services, in accordance with the platform model of
Government 2.0. Indonesia.
